Just download Rinaldos CM16 version and go on the commentary side (headphones) and open up English (EN1 Neutral) on the right side and import the sounds in .wav format, the names are already assigned.How to install the commentary names file you shared?

For installing new call names you need to use CM16 3.1.06 or further
Latest version is CM16 3.1.08 (added support for Arabic commentaries)
Use wav at 32 KHz, sps cannot convert accurately above this frequency.Please tell me, is there any sps converter? (from wav or mp3).
When I load wav via CM 16, then during playback the sound is of poor quality, with crackling.
My WAV is: 16 bit / 48000 Hz / Mono

How to install a call names pack on your current FIFA 16
Please be aware that the sound name must perfectly match the surname of the player or the common name if it is not empty, including capital letters, blank spaces and accented characters. The original database do ont support all the accented characters, in order to have the full accented characters available there is an operation you should do once with your database. This operation must be done BEFORE to import a call names pack.
- Unzip the pack in a folder of your choice, check if the files are in .sps or .wav format
- With CM 16 open FIFA 16 as usual
- Click button Audio
- In the “Patching” section of the page click “Open Sound File” and choose your commentary language.
- Click the “Import Sounds (.sps format)” button or the “Import Sounds (.wav format)” according to the format of the files. Please note that importing wav files is much slower.
- Browse and select the files you want to import, wait for the import operation to be completed
- Click the Save Audio File button for saving the patched audio files
- Click the menu File\Save for saving the database
How to have the FIFA DB supporting all accented characters
you need to make this operation with your DB only once, after that all the accented characters will be supported.
- Download DB Master version 24.0 or further
- Open the DB you want to edit
- Select the menu "Tools\Save and Patch Player Names"
- Save the DB
How to install a call names pack on RFS
RFS db is ready to support accented characters.
All the steps are the same as above with the only exception of step 2:
2a - In CM 16 click “File\Open - Select All”2b - Select the main FIFA 16 folder2c - Select the database xml and DB files located in <ProgramData>\RFS\Templates\data\db2d - Select your language DB from your FIFA 16 folder
Please note that <ProgramData> could be hidden, if you cannot find it, you need to change file explorer settings and enable the visualization of hidden files
How to create a call names pack
- In the “Exploring” section of the Audio page of CM16, select the file where the sounds are located, then choose “Generic Names”
- Check the the call names you want to export
- Click “Export Sounds (.sps format)”. SPS format is recommended because size is smaller and they are faster to import
- Export in a folder of your choice
- Some of the sounds exported could be “silent” sounds when the call name is not really available, you can recognize them because the size is 128 bytes. Unfortunately Windows Explorer rounds up the size to 1k but at least they are sorted correctly so you can easily find the last shorter call name that is not a silent one (for example it could be Tah or Bah). It is important to remove these files or the user importing the patch could replace an existing sound with a silent one.
