There will be exceptions, but most shows work like this. Even Breaking Bad's last season wasn't as strong as those preceding it.

As a Scrubs fan I refuse to acknowledge the existence of the 9th season, it felt like such a kick in the nuts after season 8's finale.
in regards to the dip in quality shows go through, that's to be expected when shows get dragged on too long... I always imagine the pitch meetings like depicted in the South Park episode Awesome-O...
Friends definitely declined in the latter years, The Simpsons, Family Guy(I remember an interview I read a while ago where Seth McFarlane talked about wanting to end Family Guy, but couldn't do to it's popularity), Dexter became awful towards the end, and even the inclusion of an Icelandic actor as the main villain in the last season didn't help...
That's what I like about British shows, they go for 2-3 seasons tops, so you don't get the awful filler episodes/story lines because there's 24 episodes to fill in a season....
