Barça couldn't do anything because Spanish law prevents them from offering Cesc a contract as a minor, which is what they would need to be able to tie him down to the club ... English law allows underage contracts for players within the catchment area ... so if Cesc wants to leave, and he moves to a certain area in London, Arsenal can offer him a contract ...
the hypocrisy I mention is about respect/disrespect, which is what has made this a heatedly debated topic ... Cesc wanted to leave, and Arsenal had no qualms taking advantage of the fact that Barça [by law] couldn't do anything about it ... Arsenal later paid the minimum compensation after FIFA ordered them to ... apparently that was no disrespect to Barça from Arsenal ... why? because Cesc wanted to leave ... fair enough ... but now that Cesc wants to leave Arsenal, apparently Barça making an official bid is somehow disrespectful ... that's the hyprocrisy ...
