I think fifa 12 is the best last arcade game. A lot of people didn't like the first touch in fifa 13, which gave the game this more realistic approach. But the problem of creating mod for 12 is that the game is too limited. A lot of files from 14 works well in 13 but not in 12, even graphics the engine don't accept. I put a 4K face and hair as dds dxt5 in Haaland on 13 and it worked well and I did the same on 12, and the game crashed as hell. It's like they let 13 as this unlimited open source for mod but not the other years.

depends on what you are looking for.
FIFA 16 being the last with full support of tools like Creation Master obviously and rightly has its following. Even the REV Mod is more developed. Simply there is the end of the race, the last stop. Beyond that you can not go and everyone only there. But it is known that the editing of FIFA 16 is limited and still full of bugs like the stadium issue. Then a repetitive and boring gameplay and too physical. Too Tiki Taka.
FIFA 15 is the black sheep of the family. A poorly done hybrid between 14 and 16. Really poorly done. Almost an aborted fetus. the classic logic of "I would like to but I can't" was used "let's mention something to develop in the future" An abortion
FIFA 14 is proving to be good for the construction of complex patches with good database maintenance. the gameplay is boring at times but superior to that of FIFA 16. So much so that they asked me if it was possible to have the gameplay of CP 14 for CP 16. It still holds up well despite its age.
I don't even remember FIFA 13. I played it a little.
FIFA 12 excellent game. Graphically it was also good for the period. Interesting gameplay. I don't know how the database could have held up because I didn't edit it. However excellent game
FIFA 11. For me better than FIFA 12. It struck me immediately from the first game played. It gave me great hopes for the future instead I think it was the pinnacle of its generation (RX3 generation) and slowly they went from bad to worse year after year. Perhaps among the best FIFA ever.
FIFA 10. Beautiful. the gameplay was cumbersome but fun. Graphically it was a dump... ugly. But its holding up, its capacity on the database was something incredible. Then it had an editing power superior to every game to follow. Tournaments could be exported via CMP because they were data present in the database. You could choose the team chemistry so that a small team could give the squadrons a hard time. So it wasn't all based on who has the strongest players and this made the game balanced. Nice game to edit. But I repeat. Graphically it sucks.
FIFA 09. I don't remember ever playing or editing it.
FIFA 08. Similar to 07. But it had a management of free kicks that I have never seen in any other FIFA.
FIFA 07 Crude. Crude game but also fun. Highly editable like the fifa of that period. You could turn the game around as you wanted
FIFA 06. A step back from FIFA 05. In the long run they were the same but something had been changed but for the worse. maybe the gameplay a little slow.
FIFA 05. Nice. Basically an update of FIFA 04 but it was the first FIFA edited on a large scale thanks to tools like CC (Creation Center) and the boom in home ADSL internet connections. Most of the things we edit today were created from this game. Faces, stadiums, flags, balls. It was the big bang of FIFA editing. I was already there XD
FIFA 04. The first game to have specific faces that were really similar and not like those of FIFA 03. It wasn't highly edited because there hadn't been the boom in internet in homes that happened the following year.
FIFA 2003. I think I played one game. I didn't like it... But I saw a lot of people play...
FIFA 2002. I liked it a lot. The shirts were starting to have the first sponsors, the graphics were evolving. But it was basically an update of FIFA 2001.
FIFA 2001. It marked the turning point. A fresh game and much less arcade than in the past. Even the atmospheres and graphics began to have a strong impact.
FIFA 2000. Perhaps the most arcade of all. In three steps you were in front of the goalkeeper. As simple as it was fun. And then there was Hungary 1954. I couldn't help but love it!
FIFA 99. An update of FIFA 98 basically. They were very similar. I was never thrilled
FIFA 98. THE GAME! I think it's the most loved FIFA by everyone. A cumbersome and obvious gameplay but fun. Graphically we are in prehistory. But, I admit, I still play it and I enjoy it more than modern FIFAs.
FIFA 97. Wooden gameplay. Slow, ugly, annoying. Graphically it was a child of the time, so very basic.
FIFA 96. I don't know. I started with FIFA 97 XD
