HBO is not at all a pioneering model that cable TV follows ... TV has commercial breaks, and the writers have to write towards and around them ... they can't plan out story arcs, because weekly ratings determine the fate of actors, showrunners, budgets, etc. ... so most of the time, they're just doing sh!t on the fly ... their timeslot also plays a crucial role in what content is and isn't allowed, with the wrath of the FCC always in mind ...
HBO, and more recently Netflix, aren't burdened with any of that ... they can plan out a whole season's story arc, and execute it; they can pace their content as they please, and run for a full hour; they can hire movie star actors; they can film on location; they can be pornographic; and so on ... some of their stuff is going to be a miss, but most are usually a hit ...
not sure what hype you're reading into, and where it's coming from, but I think you're missing the point ... something like Game of Thrones needs an HBO budget to look palatable, and it would be a far lesser story if it were compressed into a movie ...
I don't watch regular TV any more, but I do occasionally watch HBO productions on demand -- True Detective and GoT, really ... same applies to Netflix; I've only watched 2 of their original shows ... I personally think the British House of Cards is better than the US version ... Daredevil is a masterpiece ...
