These packs include all FIFA 23 PC faces for FIFA 14 and FIFA 16.

Difference between PC and Switch packs
Starheads from the PC version are of higher quality but are a larger overall file size. Starheads from the Switch version are of similar quality to the original FIFA 14. Some Starheads in the Switch version are outdated.

The authors of these faces are EA Sports.

and in the folder: there are 3 parts from updates 3-7,

The explanation for this is face didn't ever exist or EA never added his face
They only tick it as Yes and that's what happens if there is no head asset id

sorry, but I have no proof it ever existed and even if it did, someone'd have archive the version of the game with it
it's up to you to prove this face exists, then we can think further
it could also be a mod

I know, we had option to convert faces from fifa 13 to fifa 14, only change head dump.
