Comming into WC 2002 the favorites were Brazil, Argentina, Italy, and France. Brazil won the competition, but neither of the other 3 made it far at all. Germany wasn't favored at all, mainly because they didn't really have a star or even a talented team... they finished second. History does matter.

You know what's funny, Turkey won the Bronze at the WC but couldn't qualify for Euro 2004. Other decent or good teams like Ireland, Belgium, Poland, Scotland, Ukraine, Serbia, Norway, Macedonia, Hungary, Austria etc. I'd make a thread on it, but I got better things to do right now. European Championship's should really be a 32 team tournament.
