The original values were 10 and 80 respectively.
PS - If you wanted to lower the number of regens spawning then alter PROB_OF_REBIRTH = 400
The figure is a percentage number of the overall likelihood of a new player spawning at a club. I've set it at 400 as this seems a viable replacement level, bearing in mind the computer has an irritating habit of quickly releasing promising young players who aren't quite up to the club's level.
However note that 100% doesn't seem to mean that a 1 player will spawn at every club, rather it seems to mean that 1 player will spawn per club in existence. So N. of Regens = Prob_of_Rebirth x N. of Clubs
So if 200 clubs were in the game and PoR was set at 100 then roughly 200 players would spawn every year. However some clubs might get 3 or 4 youngsters while other get none.
Priority is always given to clubs that don't have enough players in them already, which happens most often in leagues with small squad sizes and older players. So for instance in-game Australia is a key breeding ground for youngsters because in real life Australian teams can only register between 20 and 23 players, which leaves their starting squads perilously close to the game's minimum squad size of 19.
If you are really cynical you can exploit this programming at poor clubs by transferring out as many players as allowed and then failing to renew the contracts of players at the end of the season. For the next year you should wind up with a bunch of multinational and stupidly talented youngsters.

At some point I will probably go and get fired at every starting reputation level in order to note down which jobs you're allowed to take. If other players could do the same - even for just one or two numbers - it would be tremendously helpful.

I just got offered Benfica.
