in this case, the linesman saw what happened (because by the time the incident took place, the ball was at the middle of the field i think). so the linesman will put the flag up & call the ref by radio
I honestly don't see why they haven't made it very public if they are using the 4th official to cite. It'd be better for the referee's to use the 4th officials rather than depend on the sometimes clueless linesman when it comes to ball-over-the-line-or-not goals and offences commited outside the ref's and linesmans' sight.
I think it would be better for the game if they DO actually use the 4th officials for such situations. On a consistent basis of course.
