The latest patch (1.30.1) works well for me...
Please don't refer to the guys at Konami as 'idots'- they're not. How quickly people turn against apparent 'Gods', eh? It's frightening.... :/ Konami have produced an extremely classy product in 'Pro Evolution Soccer 3', and it works perfectly on my PC. What I did was to uninstall the game- totally- I even cleaned the registry etc too. I now play the game with no unofficial patches whatsoever, and guess what, no more slow-downs in the penalty box!! The game doesn't even 'speed-up' from time to time either.
These are my settings for the game, and my Radeon 9700 Pro: game - 1280x1024/High Quality... graphics card - 2xaf, 2xaa; Texture Preference/Mipmap Detail level- High Quality; vertical sync- on.

Come on, this is Konami's first 'PES' release fo the PC- at least they're trying with the patches. I'm using the latest patch, with a no-cd 'crack'. I hate to have to swap CDs every time I want to play a game. 'PES 3' is an absolutely amazing game, I love the game play; and the graphics are far superior to those of FIFA 2004. Konami have paid so much attention detail- light years ahead of EA's offerings!
You know what, I would rather play the game without it being littered with adboards from multinational companies!! I can live without excessive branding and 'pretty' little footballs. Maybe I'm the only person who doesn't really give a crap about official kits/names etc. Don't get me wrong, the patch makers are doing an absolutely terrific job in making the game more 'authentic'- and there's obviously a market for it! I've dabbled in using the patches, but I much prefer the individuality of PES 3. I don't want a FIFA clone in terms of aesthetics and sounds! Even the sound effects are better in PES 3, compared to FIFA 2004.
Maybe at the age of 22, I'm a little too old for the unofficial patch 'scene'....
I've played about twenty games since applying the latest patch- and have experienced no penalty box slow downs whatsoever- and believe me, I looked attentively for any signs of it. Obviously the results vary form PC to PC...
