Because they are a special district kinda thing, not a nation... but then again, Hong Kong is in FIFA I think.

Maybe it's because they don't have their own flag.

Guadeloupe is in the same boat as the Channel Islands, it's a district FA under the FFF like the Channel Islands each have county FA's under the English FA.

Guadeloupe has produced some good players, Chimbonda, Gallas, Christanval, Wiltord, Thuram and some others could all play for Guadeloupe.

It's a difficult topic. FIFA accepted the Faroe Islands and some other regions but they don't accept gibraltar as a member, as well as guadeloupe.
