It can be played in any language (as far as I understand). NL means England National League. It is stated that this Database contains the Vanarama National League. The English fifth division system.

So stop criticizing the fact that some people are asking and having doubts about how to use an extra game feature like the Scoreboard Manager, just because it's not updated like you think it should be.

i dont know it will work for the solutio or not. if you cant open FIP tool like scoreboard manager, boot manager etc. i think you must install at least Net Framework 4.5.2 because i look the date create is 2020 maybe it should to use 4.5.2 (maybe).
and if the fifa 14 cant open, i think you must have direct X at least direct X 9. fifa 14 using direct X 9
if you cant open CM 15, i think you must have installed Net Framework at least net framework 4.0

It works for me because I have NET Framework 3.5 (Includes .NET 2.0 and 3.0) and NET Framework 4.8 Advanced Services, plus Directx and Microsoft Visual C++ 2010 open all the tools without problem

I have explained many pages back why I haven't made all of these conversions from the FIP Master DB. Just bear this in mind. For every 1 FIP16 DB, I have to create 4 versions. The only way this happens is if I reduce the scope down to 1 DB per Confederation. Especially because scouser09 is doing a madness at the moment with the leagues he wants to add

PLAYER RETIREMENT
The retirement age has been increased from the rather aggressive rate in default FIFA 14. I'm quite happy with how this works now. The risk of players retiring young due to injury has been massively reduced. I'd forgotten how often that used to happen, it is very rare now. I'd like to see this happen a bit more regularly so I may tweak this in the future.
PLAYER GROWTH
Young players from 16-21 will grow at a very steady pace. The larger the difference between overall and potential the faster the growth. As they transition from boys to men (around 21-24) their physical attributes will peak, and their technical skills will start to move towards peak levels. From around 25-28, technical growth will continue, and be heavily impacted by game time and performance score. This becomes more noticeable as they get closer to their peak years. Generally, players peak at around 28-29. So do not expect a huge amount of growth from this age onwards. Any growth will be dependent on playing time and performance score. The peak years will roughly level out at 30-33. With physical stats reducing first. This combined with a generally higher retirement age means you can keep your favourite superstars around for a little longer. Playing time is very important for peak and older players.
It's not all about growth. All that I have mentioned so far is the best-case scenario. The development of players (at any age) will be affected by performance, playing time, injury, and morale. Players with potential may not reach it if misused. Older players may start to decrease earlier than expected. Use your squad wisely.
SUPERSTAR PLAYERS
There are limitations to player growth in FIFA 14. I cannot stop Messi (36) and Ronaldo (38) from dropping drastically without it affecting every other player. You have to accept that they are coming to the end of their careers. You are going to have to find the superstars of tomorrow.
That said there are a lot of younger superstars of today. Haaland, Mbappe, Saka, Bellingham to name a few. These players have been plagued with slower growth because their overall is very close to their potential. Which has led to slow growth, and sometimes 0 growth. I can now confirm I have fixed this.
GOALKEEPER GROWTH
Finally, GK growth is fixed. GK's generally peak a little later than outfield players, but they will follow the same growth patterns as described above.
LOANED PLAYERS
In previous versions of HBZ Career Mod loaned player growth was far superior to what you can achieve with your first team. Most noticeable with young players. I have tried to balance this out. I may tweak this a little more before release.
MENTAL GROWTH
I failed to notice previously that there was very slow mental growth for players from 25 onwards. I have now improved this. As your players grow, your wingers and strikers will make better runs, and your creative players will have the vision to find them. Your midfielders and defenders will be better positioned to win their duels as well as win tackles.
OVERALL VS. POTENTIAL
I had a few goals:

- Make it harder for players (IE. you) to fill their teams with superstar players.
- Make it harder for players (IE. you) to buy all of the world's super kids.
- With the absence of dynamic potential, I wanted to try to tweak the chance of players with high potential being a flop, but equally having a chance of growing past their potential.
- In combination with number 3, I wanted to force players to use GTN and scouting to identify talent. No more using sofifa
- Increase the cost of top player transfers but still make it possible for lower-league teams to compete.
