EA chose to store files in that folder, because the game is optimised for WindowsXP, canging it has little effect.
You probably need new hardware, EA is raisng the bar of their game,s you need much more powerful systems to play them
WINDOWS ME isn't very good because it has caused many incompatible issues especially if you have had it for a while and you computer has many programs.
RAM is an issue to, 128Mb although recommmended, is not enough at all,starting would be slow, trust me, you need more. SD Ram isn't very good either, you need a sytsem that yuses faster RAM i.e. DDR RAM or RD RAM, for this if you may most likely need a new motherboard if you dont have. If your computer doesnt support this type of RAM its probably a P3 750Mhz or lower.
Direct X 8.1 goes without sayin. if you can get 9, then do it. Altho it wont make much of a difference unless you have a good graphics cards.
YOu need at least about 64Mb on your graphics cards, 23 though recommended is too smallbut the game will run, so be thankful.

for graphics card I hard after i bought FIFA2k3
first Voodoo 3 3500 [16Mb] - THe game never quite loaded, and the demo graphics were very poor, and after a while simply wouldnt load
then i tried A Geforce 3, 64MB - a black screen.
I tried everything under the sun, installed drivers, updated VGA bios, bought a new power supplky for PC, you name it, tried it, exhausted HELP section twice over, posed questions in Forum, even phoned ASUS and EA runining up a bill, they were all usesless, it didnt work.
THen i bought Geforce4 Ti 4200 128Mb. THe screen was no longer black...I could see the menus, but starting a match took 15mins on average, yes, 15 mins from when the 12th man starts bleeping.
I conclude the probblem was with windows, I went out to get myself some new hardware. Windwos ME detrioates with time quickly, and becomes unstable, especially if you have lots of software and programs old and new, etc and have been running it for a while...my core system was windows 98 from then ono it was upgrade versions.

now I had Windwos ME, and the whole system collapsed when trying to install it, so i had to get a new operating system.
WindowsXP Home edition.
256 DDR RAM as well
With this the game worked fine, no problems, starting took about 30secs on average. game looked nice
I then got a Geforce4 Ti 4600 on bargain price [basically for an extra £30 so i gave back the TI 4200 and installed this one.]
Game ran much better, 10secs loading time, the extra DDR RAM was needed.
so why didnt it work on my old system..pricnapply i thought the operating system, the Geforce 3 was powerful enough to run the game, and the PC fit the miniumn requirements just, except for the processor which was 733 MHz, wheras they recommended 750Mhz as standard...however it didnt work. the screen was black and somethin wasn't running, i head or read that the Geforce 4 series are optimally configured to run OpenGL and DirectDraw on DirectX 8.1 the Geforce 3's weren't and i had read some readers had had some issues, so this may have been the course.
My power requirements altho it was suggested by the support services, was never the problem, i had 200Watts then but bought 350W it turned out the power upgrad was useless , but with the new motherboard and Geforce4 , i'd have had to have had more than 200W anyway.
