No idea what those links were, but okay.
I didn't took credit for MY work, not someone elses. I made this for FIFA 18, didn't bother to share it will anyone, but this FIFA, I decided some people might find it useful. And look, I've gotten many good responses, and 120+ downloads. This is my own work, not someone elses's. Someone might have figured this out in the past, but please, stop being so negative

HMMMM. I have no dog in this fight, but I find this to be a very dubious claim. These lines of code have been used in every FIFA since... I don't know, 12 maybe. It would be quite a coincidental find if you happened upon the exact code and syntax as has been used in MWM and after. I don't really care when someone takes credit for work that I've done, as it is a public forum; however, what @campeador was saying is that it is unethical for you to claim to have "figured out how to ..." when you did not figure anything out. You do well to spread the word on how to unlock UCC items, but there is no reason to claim that you are the one who figured it out. I put these lines of code -- exactly as you have them written -- in every edition of FIFA. If you don't know who originally pulled these commands from the exe or the initfs, don't insinuate that it was you. Instead, just say thanks to whomever did uncover this code, and then proceed with your instructions. Then you'd be helping the community without taking credit for something that you had nothing to do with.

Regards

Look, "figured out" was maybe a bit too much. I know that people have figured this out in the past, but I did this myself. I'm not the first too, I know that. But I did not steal/take this from someone else. This is my own work, that I made.

A bit exaggerated this discussion wouldn't you all think so?
Everyone who is interested in fifa modding can easily find these code lines without help. It is not like a mod created for fifa and someone would just be the creator and can take credits, there are some lines which exist in the game and anyone can tweak them.
It's not a colossal breakthrough, not intellectual propriety and not something to be angry on one another, we are just a community which works towards modding fifa.
The real problem appears when someone collects all these findings of the community and asks for money...

I think this doesn't do anything.

All the "hidden" boots show up as crappy generic black/green ones, and the balls (the Red CL ball for example) show as the generic blue ball by EA.

Hey guys! I've figured out a way to unlock all the boots and balls in FIFA!!! Now, I've only tested this out in FIFA 19, but it should work in previous FIFA's as well! Only for PC.
Now, this is really easy, and will only take a minute.
There are 2 ways to do this.
  1. Download my locale.ini
  2. Copy and paste the locale.ini
  3. Change it yourself

    VIDEO TUTORIAL:
Method 1
If you want to download my locale.ini, just click here to download it. You may get a warning saying "this file could damage your computer", but don't worry. It's just a text file. Now, you want to replace your loacale.ini with the one you downloaded.
Go to C\Program Files (x86)\Origin Games\FIFA 19\Data if you are using a previous FIFA, just go into that FIFA's folder in Origin Games.
Then, drag and drop the file you downloaded into the data folder, and click replace. Boom! You're done!

Method 2
If you don't want to download the file, you can copy and paste it from here: https://pastebin.com/HfTdc5QEThen, Go to C\Program Files (x86)\Origin Games\FIFA 19\Data if you are using a previous FIFA, just go into that FIFA's folder in Origin Games.
Now open up locale.ini with your text editor, delete everything and then copy and paste it from the link above. Make sure to save it.

Method 3
To change it yourself, just Go to C\Program Files (x86)\Origin Games\FIFA 19\Data if you are using a previous FIFA, just go into that FIFA's folder in Origin Games.
Now, open up locale.ini with your text editor, scroll down to the bottom. You'll see something like this:
// "CURRENCY_SIGN_SPACE_FIGURE", CURRENCY_SIGN_SPACE_FIGURE
// "CURRENCY_SIGN_FIGURE", CURRENCY_SIGN_FIGURE
// "CURRENCY_FIGURE_SPACE_SIGN", CURRENCY_FIGURE_SPACE_SIGN

Now at the bottom, add the following code:
[]
UCC_MULTICHARACTER = 1
UNLOCK_ALL_UCC = 1
UCC = 1
[POW]
ENABLE_ALL_UNLOCKABLES = 1
[]
UNLOCK_ALL_UCC=1
UCC=1

Make sure to put an empty line between the parts. You're locale.ini should now look like this:

// "CURRENCY_SIGN_SPACE_FIGURE", CURRENCY_SIGN_SPACE_FIGURE
// "CURRENCY_SIGN_FIGURE", CURRENCY_SIGN_FIGURE
// "CURRENCY_FIGURE_SPACE_SIGN", CURRENCY_FIGURE_SPACE_SIGN
[]
UCC_MULTICHARACTER = 1
UNLOCK_ALL_UCC = 1
UCC = 1
[POW]
ENABLE_ALL_UNLOCKABLES = 1
[]
UNLOCK_ALL_UCC=1
UCC=1

Now, just save the file!

Now, just start up FIFA (if it's already running, restart it), and boom! You'll have all the shoes and balls in the game!
Let me know if this helps you out!

“UNLOCK_ALL_UCC=1
UCC=1”

twice?
