No. No, it's humanly possible. there are about 250 teams for each world championship starting around 1982. Before less. They wouldn't even fit in the database ... Not counting the graphics ...Are you going to add also World Cup full tournaments (Qualification+Finals), as wee see in European club Cups (National Championship+ Finals)?
Lot lot of team. There was a game released in 1998 or 1999 I think. VIVA FOOTBALL. Every team that participated in the World Cup qualifiers were present. I have it, but it hasn't worked in a lifetime. It hasn't worked since Win XP ... It only ran on WIN 98. It had a monstrous database ...I allowed myself to count them.
Counting from 1930 (there were no qualifiers) to 2022 qualifiers there were 2 504 World Cup participants in the whole history.
2 505 if we count North Korea, which matches in 2022 WC qualifiers were canceled with walkovers.
DB limit would be crossed in 2026.
It's only a curiosity, of course, because there is no point to create 5 Tongas or 6 Rwandas2022: 209 (not incl. North Korea)

Trust me it is not worth the effort creating those teams. The game is fine with teams that qualified for Euros and World Cups. Maybe would be preferable to have more football clubs from top leagues (England, Spain, Germany, France, Brazil, Argentina in the 60s, 70s, 80s and 90s).Can someone in any manner provide me the database of this game of the game in rom for emulator working please???

I had the idea of making some kind of Serie A 80 - 85 / 85 - 90 etc along with Premier League, Ligue 1 etc ... almost all needed jersey are made either for pes 6 or pes 2020-21 that would help a lot, I'm not on this for now of course, but it seems that as World Cup 2002 we made lot of rosters but no one is helping a lot for kits except JulesMate of course. I mean someone at least willing to make a small kit converter, Dimitry made one to convert pes 21 kits to fifa 10 format, I don't know why he don't want at least to help us by taking some few time to make this converter compatible with fifa 11 - 14 kit format... we would be lot happy with this small toolTrust me it is not worth the effort creating those teams.
