Well, mate... still no good for me.
I went back, used default initfs, switched to World Class, using the locale.ini that's supposed to have a big amount of fouls, but I barely got any fouls in 5 matches. 1 o 2 in total (NOT even per match).
I don't know if this has anything to do with anything but I don't have Update 1.0.3. I rolled back to 1.0.2 because I read bad opinions about it.
PM pedrito, find out his file setup (locale, gp squads, game version, etc). He's getting a dozen CPU fouls per game.

I dont play since 3 days,because I am modifing all ini of careers,now I have formsetting alsways neutral,I am driving crazy whit playersvalue but I think tonight I solvet it.
And thanks to fringson I have also morale setting ever neutral,
I did modify also cmsetting to take off the cheat in derby aggression and rival ,I did put 0 ,and I did modify also managerai,
All on DB of Master Fidel.
If somebody want test it,I can put it tonight in mediafire.

Yes check bangus tip, or browse many post ago in the thread because pedrito shared his squads based on immersive db but re-worked.
Anyway beleave me for some users it's like the gp taste not compatible with "get a cpu foul". If you run run run and pass pass pass for the cpu is impossible to tackle you. I'm sure also you don't read my tips, and yes play in wc difficulty. To get more fouls also increase cpu marking slider to 80, but in this case to get a foul you must properly cover the ball or switch to another flank before the cpu get the ball.
Also from the pack I've shared for you, you must install the agpe1.4b2, because introduce a very impressive number of fouls.
Check here just played an immersive match in my career mode, 21 CPU fouls (a lot of fouls types like pull, push, takle, stand, sliding, killer, etc.), and is pretty normal this year for me get over than 20 cpu fouls in a match (ok not all are fig fouls but for example in this match I get 2 penalty, beleave me):

Stamina energy system is differently and realistic in immersive db:
Sometimes in the cpu team you can see player more fatigued also at match start.
With immersive db you must do subs with fresh players.
Fatigue make cpu players to do the wrong/bad attempt etc.
You can see very bad shots from very poor cpu players.
I'm using:
- COM ROSTERS AGPE DB IMMERSIVE
- AGPE AI 1.4 Beta 2 (Immersive)
- ADAPTIVE DIFFICULTY FULLY DISABLED MOD
- Shared GAME - SLIDERS SETTINGS AND GP TIPS (+ CPU Marking slider to 80)
- FIFA 18 MAIN DATABASE UNLOCK MOD (Frosty Mod not included in this pack)
- Latest FIFA 18 Game title update

Fidel, goals, shots and possession are the things that matter to the CPU. (matter for us). From what I see from the image above, computer have 6 shots and received 21, 0 goals-received 3, 33% possession and 67 for your team. I do not like this type of simulation. There is no shame to look to PES18 and get inspired by the end-of-game statistics where goals, possession and shots are relatively equal or at least balanced. With your latest combo in fifa 18 I have the same stats at the end of the game and win match by match, any opponent I would have, but like I already said, i do not like it.

Hi Campeador,it is just a match,btw in italian serie A I have very difficoult to play vs any team,in legendary mode,you can try it. If you have not custom tactic,I suggest you putting for big team high pressure,for little team long pass tactic.

Don't worry, I'm not a "runner". I've been playing football in real life since I was 4 years old, still play every single week to this day.... so I try to emulate the real sport in FIFA when I play.
I will try your suggestions and I have also contacted Pedrito. I won't stop until I get more fouls! I'm on a personal crusade! hahaha!

Is there only a single match but beleave me I've played hard matches. Also check out because this is eng league 1.
But for example curabao cup is very difficulty beleave me. Also in this match you can see couple of fouls and 1 red card (or two) and the cpu team go in 10 (or 9 atm I don't remember) vs 11 and so close without going in attacking state and take shots.
and yes 33% cpu possession it's very realistic if you understand now a bit the match history.
Also do you play any of mine agpe db mod? My 18 gp mod is a full pack and agpe ai is based on the db, so you must play on both.
Also do you ask me about my cpu shot accuracy slider I'm using before you post it's unrealistic what do you see in the picture?
In the immersive db the cpu team you see in the pic have 1 star rating and also my condivo team.
Ohhh bro, how beauty it's this game if you play with teams like these with 1 star.
Consider to start a parallel career, leave for a while CR7 , Messi and company.
Start a suggested Cold Open Career mode and you will enjoy for sure.

Yes check pedrito tips about sliders. Anyway I'll release for you special version with super strong defence.
Or try to remove the adaptive difficulty mod, so re-enable again id order to get adjusted difficulty in automatic.
If you follow my tips you can setup really as your gp taste, and then you need to adjust sliders in order to get the effect required, in this case for you the game is easy, so increase from my settings:
from my suggested settings because with other settings will change differently
+2 (or 4) cpu accel slider
-2 (or -4) user spint speed
80 cpu marking slider (or try only this on addon)
is good for you if you discover best sliders settings in order to go one step back to world class difficulty.

Their defence is very good now, it's hard enough for me to score, the problem is that CPU it doesn`t really attack.Anyway, I listened to Pedrito's suggestion and I played a career match in the Italian league with Inter. This is what I'm talking about

ENJOY! Best teams will attack you beleave me but during the career mode.
it's a pre - season match? Play the serie A official match, play the italian derby Inter-Milan, then record a video.
Or record Inter (you) vs Juventus, is there enabled the rival + derby aggression mod in career files.
Move the ball slowly to get a foul because at the slightest contact on the feet, now your player goes to the ground (this is the best if you play the full immersive combo), I also changed a bit the distance between the legs of the players, check in game (1.4b2 effect + imm db).
Beleave me the database is couple of multi traits and multi styles for all players inside the db and yes please always play my gp mods with bcryp.
Check how will do the aggressive tackle Bonucci in Milan.
I read comments like this and wonder what game other people are playing. My FIFA 18? All the CPU does is attack, attack, attack, I'm out-shot 15-1 or 16-0 every game. Part of that is this is the worst FIFA ever as far as a one-dimensional CPU attack, the CPU always runs straight up the pitch, never back-passes, etc. It's been an editing nightmare to try and get the CPU to JUST STOP ATTACKING.Thanks but...I meant to an enemy with a strong attack
BTW, if you are going to suggest the game doesn't do this or that correctly, you'd better be prepared to explain exactly what you've edited and how you've tested your observations.
For example, edit all players to have the Distance Shooter Specialty, and raise CPU tactic aggression, pressure, buildup speed and shooting. Then tell me the CPU doesn't attack and shoot. You did none of that obviously because if you did, you would not be saying the CPU doesn't ever attack or shoot.
