He currently plies his trade in League 5 in England. I have finished updating all leagues (players and crests) of all teams added by HB. I have made a league from Andorra and Albania. I'm going one by one from my list

If I may say so... you're doing the work system wrong. You should have done:
1 the main leagues without minor leagues (Italy, Germany, England, Spain, France). RELEASE
2 Second divisions of these leagues. RELEASE
3 Addition of other second tier leagues such as Holland, Portugal, Russia, Scotland, Belgium. RELEASE
4 Top South American leagues (Argentina, Brazil, Uruguay). RELEASE
5 third divisions of the top 5 leagues. RELEASE
6 You would have managed the rest calmly without stress about the minor leagues.
I don't think anyone is initially eager to play with the teams from Andorra and Albania. You should have inserted them after various releases and in the meantime given something like the Top 5 leagues which are the ones that at least 80% of people play. You should have worked in steps based on importance. Give the main leagues immediately, keep everyone calm while they play, collect any reports, and then give more slowly without having to breathe down your neck. You should have initially not cared about the career for the first releases and only when the work was advanced, tested and amortized in the way of working, insert the career that would then come by itself in peace.

What I have for you is this: could you make the same proposal as the EEP 2.0 patch for the former FIFA 23, but only make the entire leagues of Greece, Brazil, Czech Republic, Croatia, Serbia and Ukraine, as well as the German Regional League, National Division ( England) and Serie C (Italy). Should the rest of the European leagues add those teams that still participate in UEFA club tournaments?

Appreciating @bartek132467 vision. But @GIGGIRIVA is right, you could only update HBZ v5.03 (because it contains most European Leagues) and v5.10 AFC-CAF ALP (because it contains and focuses on AFC / CAF Leagues.

There is also another thing to take into consideration. A few days ago the FC24 DB for FIFA16 was converted. What does this mean? That now any person can convert for FIFA 14 and make a quick release by taking existing kits. If anyone wanted, in less than two weeks there would already be the top 5 leagues published for FIFA 14 in the basic version. This would lead to the total lack of interest in this patch in the medium-short term. All it takes is for someone to have a modicum of desire to have competition that sweeps this patch away. It is impossible to think of making a patch like this with just one release or at least with limited releases. Such a patch must have at least one release (between fixes and new features) every month.

So if you don't make a move this patch is on its last legs. Having the database already ready and stable is a huge thing. Slowly, release by release, shirts and fonts are updated and you have FC 24 for FIFA 14. Considering that the community always puts all its effort into the new season, finding shirts and fonts is not difficult. Without considering the conversion of the kits from FC 24... I think it's feasible.

You know it. I have no interest in today's football but I am aware that to maintain an active community in an old game is necessarily have to do something relevant to the current season. My interest is to encourage the author of the patch to change the system to avoid stagnation and being devoured by the competition which, given the almost certain presence of the DB, is very likely. I don't have much interest in a current season patch anyway (classic 2000s ftw) but I agree with what @GIGGIRIVA had to say (except that probably Russian and Dutch division 1s are more important than Serie B or Ligue 2).
And with FC24 kits already available, FIP 16 will come sooner or later and it's a matter of time to convert it to F14 especially with the magic tokke tool.
So on the one hand I'd have to see some screenshots of the Andorra and Albania teams and kits to believe that this is happening outside of someone's imagination.
On the other hand remember those times when we had to download half-baked F19/20 to F14 converted faces from sketchy websites one by one until one day Dmitri appeared and just mass-converted them all and shared the direct link for free?
Or once again tokke when he made the impossible possible (any Fifa batch conversion)?

Anyway, what is the point of loosing hours since months to update fifa leagues while m'en knows that à 24 full db will be converted at game.release. simply totally useless
