Squads World Cup mode

How do I change the World Cup Mode squads offline? I found a squads file on the internet but for some reason it doesn't recognize it and the file name is correct.

If you want to change the lineups offline, the best option is to edit the lineups through “Customize” → “Edit Teams”, save them and use them in Kick-Off. You can't change the official lineups on consoles, but this method works.
