Help with modding adboards

Hey, how are you? I was wondering if you could help me with adboard modding

If you could anwser these simple questions, I'd be very thankful
1. Is there a way to change how the adboards behave? Or you can only change its textures?
2. Is there a way to change at what competitions each adboard shows? Like, could I use adboards from the UK league in the Spanish League games?

I think it is possible to do anything, it's up to your knowledge of coding and how the game works. I know this guy managed to some stuff with adboards specifically for teams and competitions.
