Well, if tokke follows my suggestion, there'll be no need to worry. SM24 has all the leagues that are in FIFA 11 plus:

• Croatia
• Greece
• Romania
• Serbia
• Ukraine
• Argentina
• Chile
• Colombia
• Uruguay
• China
• Japan
• Saudi Arabia

The ones in bold are in FC24 too; in fact, the only FC24 league that's not in SM24 is Indian Super League.
But even so, with some searching one can even see some unselectable teams. Their lineups are not complete, but it's easy to fill them in with TransferMarkt or something.

As for lower divisions, in SM24 England goes all the way to National (like in FC24); Germany goes all the way to 3rd division (also like FC24), and so does France. Scotland goes down to League 2 (4th division), and Netherlands, Portugal, Brazil, Turkey and Ireland all have 2nd divisions (aside from Italy and Spain, obviously).
