These files were in WE7 too, to allow you to download new stats and upload challenge training scores.
They were in the beta of the PS2 version of PES3 that was released too but you couldn't select them and they were taken out in the final version too.
I'm pretty sure they're just there because its a port of WE7, i dont think they'll do anything in the game as I heard Konami had taken the online thing out just as they did for PES3 PS2. You never know though...
