Unused IDs, who has them?

Here's the thing: I've taken a look at some of the national teams I got on patches and all that, and I figured out some of them have IDs that were used elsewhere in the series (for example, Saudi Arabia NT had ID 111114, which is the exact same as when they brought it back on FIFA 18). What I want to know is, where patchers get these IDs from, if there are IDs for unused leagues (I stumbled across the Ultimate Team placeholder league IDs while sniffing around, but I'm guessing there might be more), and IDs for tournaments as well, because ever since I modded my FIFA to include Qualifiers and Champions Cups for every continent, Manager and Tournament Modes make the game crash whenever I enter them and I want to figure out why.

Nope, but he has the Russian nationality in FIFA 18 so I doubt that they hid Soviet Union.

I doubt it. The FIFA Game Series didn't even exist when Soviet was a nation (?)

There was a team ID made for East Germany as part of the list of teams that the Legend/Icon player Matthias Sammer. I'm just asking if there is a similar team ID for USSR for Lev Yashin.
