Yes, you can use textures from FIFA 16 (not models though) if you know how to manipulate dds files and format them properly.

Also, Casemiro is finished and will be uploaded by Houss3m, not me
I'm hoping to release Facepack #4 in the upcoming days, here's one more preview before i compile the full list of faces to be included

No. We can't import 3d meshes atm.

When that is possible, you could export Arda Turan's hair mesh (which includes his beard) and put it on Messi using Frosty Editor.
