Yellow cards rule at the World Cup

Does anybody know exactly how the yellow cards accumulation works? Consider this: a player receives a yellow card in the first game of the group stage, and then another one in the last game of the group stage. Provided his team qualifies for the round of 16, is he suspended for that game or not?

Supposedly, the number of accumulated yellow cards is dropped back to 0 for all players once the round of 16 starts, so does that mean he can play?

(tried to find a definition of this rule on the official website, but no luck...)

If a player gets his 2nd yellow in the 3rd game of the first round, then he DOES have to sit out the round of 16 match.

Starting with the round of 16, all accumulation goes back to 0.

That is why several teams sat out/will sit out there players that already have 1 caution - if their spot in the next round is all set. Couch was sitting for England today because of his caution, but then had to play when Owen got hurt.
