I have spoken to the Microsoft representative and the game is being made by Eidos and 10 Interactive with funding by Microsoft. At the moment the game may be delayed a month or two because of licensing. The development team are stuggling to aquire all licenses from the Confederations (but should do so) and are negotiating to use the ISS base engine but with the development teams own style of gameplay.
Also the team is being funded not only by Microsoft but B-Sky-B and another unamed company.

If you read further up its states "203 National Teams" which is all the teams in world, however as the game title suggests this is a World game and there are no club teams. And they are getting full licences for all 203 national teams.
