Winning might not be "just a statisic" flyer. But losing is, u get nothing positive from it, to Mexico its just another failed WC attempt like in 98 to Germany, in 94 to Bulgaria, etc.

How does UEFA decide who these "two best runner-up" teams are? Is it points? Is it goal differential? Please someone tell me.

Points then GD. But for the numbers 2 in the 7 team groups the matches against the number 7 are taken out of the standings.
