Why isn't game loading up fullscreen?

Hey guys, I asked this question on 07 thread but seeing as there is very little activity there I thought I could ask this question here. What could be causing Fifa07 to load up in a minimized Microsoft type windows instead of loading up over all programs and the desktop. When I try to expand the window the mouse functions wierd and the windows is still there, just bigger?
I already tried deleting my Fifa07 folder. ANy help would be GREATLY appreciated!!!:(
