Why is WE7i smaller than PES3?

I've heard that WE7i is about 700mb whereas PES3 was about 3gb. Why is this? I thought they were pretty much the same game. Is WE7i not a DVD?

PES3 is multi-language (English, French, Spanish and German) and each data_x.afs is about 500mb. WE7I only has two languages Englsih/Spanish for the USA version and Korena/English for the Korean version.
