where is locale.ini

Please tell me where is locale.ini ........ I have searched through my whole system but didn't find one. Although i am able to play the game correctly but need change the time ....but there is no locale file......
What should i do ?

Rename installdir\config.dat into config.big and extract the locale.ini with biggui (for example)... Edit it, reimport ini into big-file. rename config.big into config.dat :)

which program did u use for extract locale file from config.dat

i made a new file called locale and put in the main folder ..
it work but i want to know the way u did and what's different between them
