What Software Do I Use To Make Kits?

I've found a thread on making kits, but it doesn't say which software i have to use, what software would i need to make these kits?

well....you can use photoshop....
search in the "old" kits forums and you will find a sticky thread called "Kitmaking tips and help thread". There you gonna find how make kits,a lot of tips, etc.
