Where did you get this file? If it's the .dat file i did then you need to apply it to the pes3.exe with waterloo's editor, which you can get here;

If it's not the .dat file you have then it's probably the .ppf file, which you need ppf-o-matic to install it (or whatver it's called) which i'm not sure where you get, but is included with Wolf's patch. Although this is probably an out of date file if this is the one you have, as the latest kit patch had the .dat file which you apply with Waterloo's editor.

You need waterloo's editor - get it at the link above. Then you need to load your pes3.exe file, then load the .dat file you have - then write to the file (the exe). Easy as that. It won't work if you use the first official patched exe though - only the original and the second patch.
