Nope. FIFA 2003 was released on Friday, October 25, 2002. Creation Centre 2003 (the official english version) was released on Thursday, October 31, 2002.

Umm no, everyone freaked out last year when there was no in-game creation center. But CC was released about a week later, but it was a piece of trash, I was one of the lucky ones who got it working, and I helped a hundred people solve their problems too. YOu had to register some DLL, it was sh*t.
