I think Jikkyou World Soccer 2002 is the same as ISS 2 if I'm not wrong. Both games are developed by KCEO.

you are absolutely right. so it's also available for PS2 and yes there seems to be a PC version too (only for the japanes world soccer version).

and it doesn't even come close to the Winning Eleven / PES series in terms of gameplay so I wouldn't bother.
