how about gameplay wise? slowdown, handball situation, etc.

There is new animations, lots of them. Like probly 20-30 new ones. Most of the new anims are for trapping/passing and turning moves.
Players have a better first-touch and no more delay when trying to pass becuase some of the old anims are now faster.
Passing is faster, accurate, and deadly.
Sideways R2 moves are less effective, mazy runs require 45 degree angles now.
It's a bit easier to set up long range shots now but they are still hard to score. More ball spin/curve is put on crosses now. Crosses are also more accurate, faster. Headers in the box seem more random and less of them.
Fouls are called more often in/around the box.
Refs are more strict now when you push/grab attackers from behind.
Much less handballs.

Almost the entire USA squad has been changed.
Many other players have been changed
Best of all is there is now ZERO SLOWDOWN, and I mean NONE. Not even tiny stutters. No slowdown during replays or cinematics either.
Good Job Konami! Big improvement! I'm buying the USA release for sure!

AI attack is more unpredictable! A winger actually tried to dribble into the box instead of the same old run to the back-180 turn-cross they always do in PES3! I was soo suprised that I just stood there and let him by! I couldent believe it!
I just lost a hard fought game and AI didnt cheat at all. They only scored becuse I made a bad defensive error.
The AI will have you running like a maniac now becuase they are better at passing! The seem to like to attack multiple ways now instead of the normal winger/cross method or group in the box method. They will actually try to pull your defenders away and do some dribbling moves, 1-2 passes, lob it over your head.
No more vaccum hands GK! The ball seems to have more independent movements now instead od magicly flying onto the GKs arms during a mix up.
