That's exactly right. Queiróz is really good at planning and working with youngsters, but he lacks other skills needed to succeed as a manager.
The team is playing mediocre football. Even if Scolari was and guess still is tactically inept, at least back then we were playing entertaining attacking football, one was actually looking forward to watch the match, regardless of the scoreline, now most of our matches are so boring to watch..
