Very Slow Mode then Run Ok or Crash !!

whazzup..........
i have very very very SLOW menu that take along time to change the menu to other [something like 30 sec.]
but when i finish choase the teams and evrything its run ok [in the game]
and after i finish the match its come back very slow
and sometimes after i finishing chose the teams it crash to DESKTOP
so what the hell !!
i HAVE :-
WINDOWS ME \ DirectX 9.0 \ 999MGHz \ 40 GB--> {20 \ 20 and its not full}.
256 RAM \ GeForce2 MX400\MX440 ---> 64 MB
and the sound card is Creative Blaster 128 MB
so what the wrong here
i try to format my computer more that one TIME {4}
so what the hell is THAT
