Unable to connect

I've been trying all evening to play online, but whatever I do and whoever I try to connect to I get the 'Unable To Connect' message. I have a router, but the ports are opened and I've now switched the firewall off anyway. All software/WinXP firewalls are off. I'm definitely getting some sort of connection, because when I try to connect to somebody who's already in a game it tells me they are already in a game.

Any ideas on how to fix this?
