Senior Squad
England has lost 6 times since 2009 (the earliest year that still counts, with the "weight" of 20%). They didn't lose a match in 2011 (weight 50%) and just once (match against Italy got them the points for a draw) this year (weight 100%) in a friendly (matters less than qualifers/tournaments). While Brazil has lost twice this year and twice last year.

By FIFA's logic it's all logical that they're up there, just that maybe their logic isn't the best one, lol.
