Stadium editing help!!!

I'm trying to make some stadiums,but I have some problems.
Does anyone know how to edit the places of the flags or the policemen etc. I think this information is in the .slk files,but I don't know how to edit them (they can't be opened with the Notepad)

Flag Position Editor

You can use "Flag Position Editor" (FPE). I downloaded it from Italian pages (Fifamania.it ???). It's utility in FIFA 2001 section.

Download the Fifa 2002 Engine Manager and you can alter any ini. file from fifa and that includes stadiums as well.

I don't want to edit the .ini files,but the .slk files.
Thanx anyway,the Fifa 2002 Engine Manager is a really useful tool,it's just not appropriate for what I'm looking for...

I'm just new in stadium editing and my first stadium is the one of my favorite team in Greece, Panionios for the Greek Super Patch. Here are some pics of it, even though I've just started it...
