2. rename the spanish file to eng.
and after editing, change it back...
haven't tried it, but for common sense it should work,
anyway, make sure you backup those files before.

also. if for some reason you don't have the CDs... then do this:
1) delete \fifa 2004\cmn\fifa.db
2) copy ORIGFIFA.DB to \fifa 2004\cmn\ (origfifa.db is a file located in the directory where the editor is)
3) chnage "\fifa 2004\cmn\origfifa.db" to "\fifa 2004\cmn\fifa.db"
it does the same as copying it from the CD
