well those are 3D models aren't they...hehe

well, perhaps they can be edited after screen capture? Or it could be some really cool camera blur efx.

To render an image. All you have to do is to click render in the 3d modelling program.
If you mean how to make the blur effect, in 3D max, you can use smoothing from 0% to 100% when saving as jpeg.
