I have a Joytech/ play.com converter and i have spent way more time struggling with trying to change the controls than actually playing the game.

I followed your instructions and although in control panel it is recognised as Logitech DualAction USB the buttons haven't changed in the game.

I tried to change them in the game controller set up but the menu doesn't respond and i cant configure anything other than keyboard.

I tried to do it via the config.dat file but it had absolutely no effect!!

HELP PLEASE!!

(Oh yeah and it also rumbles CONTINUOUSLY which is also really annoying)

You've not patched the game successfully. Try remove the firewall first before patching the game or use the manual patch offered in the download centre. But even you cannot patch the game, you can config the button via the config.dat. Since you cannot config it in the game, you should remove your "My Document\FIFA 2004" first to see the effect.
