Life long PESer recently re-converted to the FIFA.

Started manager mode with the mighty Villa, but desperately need players (that will actually go to me)

Who are the best buys from the bargain basement - or how much do i have to splash out on someone decent?

also when my scout is finished, how do i see the players he recommends?

Not too sure about the bargain guys. The scout, though will pop-up from time to time and present you with someone he's found, that's when you can look at their details etc. If you don't want them then and there you can shortlist them and look back via transfers>shortlist and sign them.
