So with the improving thing, does this mean you could buy a cheap two star player and he would become 3 stars over time?

One more thing i noticed... as i started the second season, i noticed that one of my players, La Paglia is now worth 15000 and last season was worth 10000. But his attributes havent increased... how come is that? (he is 2.5 start player, aged 25 last season, now 26)

I bought Jared Borgetti and he was a 2 1/2 star but after i started him and he scored a few hat tricks he is know a solid 3 star player. I think they imporove when the get oppourtunitys to shine and star
As far as I can tell your players attributes increase regardless of what year of management you are in.
The more wins you have the more points you get to improve your staff. If you improve your coaches - Attack, Midfield, Defense and Goalkeeping coaches - they in turn provide a better trained player. Use this improvement to get the most out of your players. Say you put all your focus on improving the attacking coach and fitness coach. In turn your strikers will be (1) fitter (2) be able to play more matches (3) less fatigued = longer match time (4) increased match time = more chance to score (5) improved morale and form = even more chances to score.
When your strikers get to this stage their bio attributes begin to slowly increase. Don't expect their overall skill to jump up suddenly. You have to work at everything. If all you are doing is giving the ball straight to your striker and he scores, he is not doing much at all to improve his Balance, Heading, Passing, Tackling, etc... You might want to slow your play down and get him in more action.
The thing is, you have to get most of his attributes up, not just focus on one.
I am not 100% sure this is the official working of this part of this game. It is just what I have observed.

I'd also like to mention that when you are on the main menu in your career mode, and you go to "Squad", your players will have a certain star rating, but if you go into a match, pause the game, and then go to "Substitutions"...your player's star ratings will be diferent. They are never less, always more. For instance, Reyes is a 4 1/2 star player, but during the match, if you pause it and go to the "Substitutions" menu, it will show that he's a 5 star player. I don't know if this only happens in career mode, but if it is only in career mode, then I would assume that it's a bug, and it should show the same star ratings that it shows during the match in the main career mode "Squad" menu.
