Maradona can do a rabona move, but he is not the only one who can do it. This can be done with Recoba, R.Carlos and some other players with low weak foot accuracy stats ;)
As I know, there is no special moves that are reserved only for one player. However, there are moves that only small number of players can do and one of them is rabona...

is there a certain way to do the rabona or it just randomly occurs with weak footed players?

Rabona move is mostly random, but you can force it to some degree, just try to shoot from an angle that forces the player to use a weak foot. He will in most cases refuse to use the weak foot and you'll see rabona move ;)
