This worked for me and should solve any one elses router online problem with PES4, taken from iss extreme forums.
"ok guys, after atleast wasting two hours. Kdmchen has finally found a nifty little program that makes it possible for people to play behind routers even if port forwarding or port mapping doesnt work
You can download the software from

download the client VNN Client 2.1.1100 for Windows 2000/XP/2003
What this software does is give you a virtual ip and make online play possible.
after the installation is done you click on the accounts tab and make yourself an account name such as smeagol25.user.vnn.cn (this is mine, allo was already taken , i'll kill that b**tard ) and then you make yourself a password. after you have done both these steps click on the commit register request tab on the top.
Then press exit .
Click on settings and check the following boxes in the first tab
In LOGIN:
auto login when VNC has been executed
auto run VNC when windows OS is starting
auto try to login when connected to the internet.
Notify: all four boxes should be selected
in account please type in your account name
in the following format im using mine as an example
username: smeagol25.user.vnn.cn
and then type your password
in the next tab called connection check the box called support broadcast between friends (game mode)
in the relations tab, there is a box under the name friends, this is where you can add you friends
Click on the firewall tab and there is a box in the middle under the heading services this VNC machine will provide to others click on the add box to the right
a small popup window will appear
in the service name box type in PES4pc
in the service port type in 5739
remember to check the udp box in the bottom right hand corner.
and then press ok
now you can press ok on the big popup window
In the main VNC window there is a small button in the bottom left corner called login, please click on it. (its gonna take a moment to connect) when it connects a green colored popup comes up and states that your connected.
When you have successfully logged in, your virtual ip should come up in the vnc address box and in the peers table you should be able to see your friends and their ips.
Remember you have to forward port 5739 first on your router.
