I dont think you can play LIVE from the U.S. with PES4, pretty sure we have to wait for WE8

Yes you will able to Play Live from the USA, You Just have to have a good Internet connection, probably T1 or higher if you want to play folks over in europe. But if you Play Folks in USA and canada the XBOX Live servers would only have to go Konami's North American servers for Dancing stage online

Cd-wow.com offers free shipping to the U.S. if you don't mind waiting. Game is about $51 there. Otherwise approximately $60 with regular shipping elsewhere.

I'd like to believe you but I'm not gonna run out and spend 400-whatever-dollars on a PAL-XboxPAL-Xbox live kit, power converter, and PES 4 if its not going to work...
think I'll just wait till spring

You can wait till spring if you like i talked to the folks at Konami and that is what i was told so i'm not speculating. by the way the cheapest route would be
PAL XBOX ------ $211 USD (including shipping)
200watt Volt converter------ $ 25 USD
XBOX s-video cord --------- $ 10 USD
TOTAL----- $246 USD
Now for this to work for you, your computer or its video card must have an s-video in, if it doesn't, then your behind would have to purchase the the video converter for $158 USD. My computer already has that so i don't need to buy the converter.
