PC smoothness problem

I've searched the forums here, and haven't seen anything, so maybe there is no fix, but Fifa 08 isn't smooth at all when the camera is moving quickly down the field, either on a pass or a shot. My rig is 3200 AMD, with a 7600GS card, 2 Gigs Ram

With PES, in the old days, all you had to do to get smoothness was lock the refresh rate ... doesn't work with FIFA

I think i have the same problem...but only in Win Vista....when i play fifa 08 in Win Vista it looks like the game have some kind of blur effect(only in matches,not in menus),when i pass the ball shoot at the goal...the display look like is left bihind(i dont know how to say this...)when i pass the ball whit more speed a blur effect start's like when u try to run a super performant game on a slow pc....but i have a good pc so thats not the problem....(Intel Core2 Quad CPU Q6600 @ 2,40GHz...3GB RAM...graphic card-GeForce 8500GT-256MB...)is not like the game is movin slow..nothing like that! just that i cant see clearly nothing on monitor...(like in NFS Underground...when u hit the NOS tab and the display comes foggy..blur effect).when i play fifa 08 on my girlfriend pc(Intel Core2 Duo E4400 @ 2,0GHz...1Gb RAM...graphic card ASUS 1600..256MB...)in Win XP the games run's normaly whitout this blur effect....anyone know's why on Vista the game run's that horrible?
