Option File Editor With Import/export Features

Is it possible to find an opt file editor which supports the import/export team and player features?

If it does not exists, can somebody do it? I can try with some friends but I need the source code of an option file editor at least.

I am looking for an editor for we7/pes3 option files, but it MUST have the Import/Export team feature.

EditPES3OptionFile is an editor for Pro Evolution Soccer 3 option files. It edits files coming both from PC version, and PS2 version (via X-port).
