OIFTOOL 2004 on windows vista

Hi is it possible to use OIFTOOL2004 on windows vista? I'm trying to convert a fifa 2004 stadium to fifa 07. First it was an .sti file, but I've already unpack that so i have now a .o file and a .fsh file. But then the tutorial says: 5th step: converting FIFA 2004 o files into the oif format
- start OIFTool 2004
But I can't start OIFTool 2004. Is it because i'm working with vista? I've tried to use in compability modus (win2000,win xp, win 98), but when I start the program, no new window appears (@wintask it has started: Oiftool.exe CPU:00?). Have somebody a sollution for this problem? Many thanks!! (Sorry for my english)
